  Secretary of State John Kerry said Sunday that negotiations have stalled between the United States and Russia to stop fighting in Syria between Russian-backed govement troops and U.S.-supported rebels. Kerry said at the G20 economic summit in China that the talks have stalled over some "technical" issues but they would resume Monday. Obama and Putin were also expected to meet Monday. The countries have tried for weeks to broker a cease-fire between Syrian President Bashar al-Assad's govement and moderate rebels in an effort to expand access and humanitarian aid for the hundreds of thousands of civilians caught in the crossfire. The strategy has hinged on an unlikely U.S.-Russian military partnership alligned against extremist groups operating in Syria.   People from the Florida Panhandle down to the Tampa area braced Thursday for Hurricane Hermine, as it lashes the area with strong winds and potentially dangerous storm surge. The National Hurricane Center said the storm's winds ratched up from 75 mph in the afteoon to 80 mph by evening as the former tropical storm gained new fury. Hermine was set to make landfall late Thursday or early Friday, forecasters said. A hurricane waing was in effect for Florida's Big Bend from the Suwannee River to Mexico Beach. And on the East Coast, a tropical storm waing was issued for an area that extended from Marineland, Florida, northward to the South Santee River in South Carolina.   Black Lives Matter slammed the Democratic Congressional Campaign Committee after a memo leaked late Wednesday seemed to show the group carefully coaching candidates on how to avoid angering the "radical" activists.  The November 2015 memo included tips like: Do not offer “support for concrete policy positions;” be sure to "lead from behind;" stick to "small" meetings; and avoid mentioning terms like "black-on-black crime."  On its Facebook page, BLM said officials should "stop pacifying" them.  “We are disappointed at the DCCC’s placating response to our demand to value all Black life.   President Obama has extended the U.S. military’s combat mission in Libya for another month at the request of senior military leaders, two defense officials with knowledge of the order told Fox News.   The decision keeps two U.S. Navy warships off the coast of Libya to continue striking ISIS and assist Libyan ground forces fighting the terror group in the coastal city of Sirte. One of the U.S. warships had been scheduled to go to the Persian Gulf in September to begin airstrikes against ISIS in Iraq and Syria and keep an eye on Iran, a week after four provocations between Iranian gunboats and U.S. Navy ships -- one of which resulted in waing shots being fired by a U.S. warship. The other, a U.S. Navy destroyer, was supposed to head to the Black Sea near Russia next month. The JLTV (Oshkosh Defense) As the U.S. Army readies to bring its current crop of Humvees into the 21st century with a new vehicle, reconnaissance officials are also looking to replace the Humvee's pre-World War II .50-caliber machine gun with a version of the Apache helicopter’s cannon in 2019. The Army has embarked on a major project to replace the Humvee, officially known as the High Mobility Multipurpose Wheeled Vehicle (HMMWVS). Last year the Army signed a $6.7 billion deal with Oshkosh Defense for 17,000 Joint Light Tactical Vehicles (JLTVs). Touted as offering more protection and greater off-road mobility, JLTVs will replace a large chunk of the Army and Marine Corps’ legacy Humvee fleet. The military expects to see the new vehicles in 2018 and 2019. Col. William T.
