(AP) The U.S. and Russia failed to come to a deal Monday on how to end the bloodshed between U.S.-backed rebels and Syria’s Russian-aligned regime, but vowed to keep up negotiations as the G20 summit in China came to an end. President Barack Obama and Russian leader Vladimir Putin attended an economic summit as pressure mounted to get a deal done. Obama and Putin huddled for 90 minutes on the sidelines of the G20, according to a senior White House official. The official told the Associated Press that the two sides clarified some of the large gaps in how a deal would be implemented. The two leaders directed their teams to schedule a meeting for some time later this week.   The G20 summit got off to a contentious start Saturday with Chinese officials reportedly confronting National Security Advisor Susan Rice and other U.S. officials in at least three incidents, as President Obama arrived in China for the two-day inteational economic talks. Within minutes of Obama arriving on Air Force One, a member of the Chinese delegation started screaming at White House staff, according to reporters on the tarmac. One reporter described the scene as “a bit of chaos,” as the Chinese official appeared furious about joualists being so near Obama’s arrival, though they purportedly were standing in the area Chinese officials had designated for them. White House officials reportedly told the Chinese official that the U.S. press corps was staying for the American president arriving on a U.S. aircraft.   President Obama has extended the U.S. military’s combat mission in Libya for another month at the request of senior military leaders, two defense officials with knowledge of the order told Fox News.   The decision keeps two U.S. Navy warships off the coast of Libya to continue striking ISIS and assist Libyan ground forces fighting the terror group in the coastal city of Sirte. One of the U.S. warships had been scheduled to go to the Persian Gulf in September to begin airstrikes against ISIS in Iraq and Syria and keep an eye on Iran, a week after four provocations between Iranian gunboats and U.S. Navy ships -- one of which resulted in waing shots being fired by a U.S. warship. The other, a U.S. Navy destroyer, was supposed to head to the Black Sea near Russia next month.   Nearly a third of U.S. counties will be left with just one insurance option next year on the ObamaCare exchanges, according to a new analysis fueling waings about the impact of the insurance company exodus from markets across the country.  The Kaiser Family Foundation study found residents in Pinal County, Ariz., are even at risk of having no insurance options on the exchanges, which provide subsidized plans.  Republicans seized on the report Monday to claim that the health care overhaul is not providing the choices promised by President Obama and others.   "The president repeatedly promised that his health care law would provide more choices, ‘bend the cost curve,’ and allow Americans to keep the plans they liked and could afford. He failed to live up to those promises, and families are paying the price," Sen.   A coalition of technology groups and conservatives wants Congress to sue to stop the Obama administration from handing over control of Inteet domain names to an inteational board, charging it could give authoritarian regimes power over the web. Since 1998, an arm of the U.S. Commerce Department called the National Telecommunications Information Administration (NTIA) has handled domain names. However, in September, the Obama administration plans to allow the U.S. govement’s contract to lapse so the Inteet Corporation for Assigned Names and Numbers (ICANN) will be run by a global board of directors with the domain-naming responsibility. Many fear this will allow govements such as Russia, China and Iran to have a stake in Inteet goveance and the “de facto” power to tax domain names and stifle free speech.
