CALIF. JAIL SHOOTING 2 officers in critical condition, suspect arrested

  •   Two correctional officers are listed in critical condition after being shot in the lobby of a central Califoia county jail Saturday moing, officials said. Fresno County Sheriff Margaret Mims told reporters that the suspect, 37-year-old Thong Vang of Fresno, shot at correctional officers Juanita Davila and Toamalama Scanlan around 8:30 a.m. local time after he entered the jail's lobby, made his way to the front of the line and stated that he wanted to see someone at the jail. (Phoenix Police Department) Phoenix police said Wednesday that they have linked a non-fatal shooting last month to a serial killer believed to have murdered seven people and wounded two others.   In all, nine incidents have been tied to the case dating back to March 17.  According to authorities, the latest confirmed attack occurred in a central Phoenix neighborhood on July 11 when someone fired on a vehicle occupied by a 21-year-old man and a 4-year-old boy. Neither was injured. No other details on the shooting were immediately available. Most of the attacks occurred in the blue-collar Maryvale neighborhood, though two shootings — including the latest — occurred in another part of the city. Police believe the suspect has used at least two vehicles to carry out the attacks.  "The two best described are a white Cadillac or Lincoln type vehicle and a black late 1990’s or early 2000’s 5 Series BMW," Phoenix police Sgt. Jonathan Howard said. Almost all the prisoners were serving time for nonviolent crimes related to cocaine, methamphetamine or other drugs, although a few were charged with firearms violations related to their drug activities. Almost all are men, though they represent a diverse cross-section of America geographically. Obama's push to lessen the burden on nonviolent drug offenders reflects his long-stated view that the U.S. needs to remedy the consequences of decades of onerous sentencing requirements that put tens of thousands behind bars for far too long. Obama has used the aggressive pace of his commutations to increase pressure on Congress to pass a broader fix and to call more attention to the issue. All told, Obama has commuted 562 sentences during his presidency -- more than the past nine presidents combined, the White House said. Almost 200 of those who have benefited were serving life sentences. "All of the individuals receiving commutation today -- incarcerated under outdated and unduly harsh sentencing laws -- embody the president's belief that `America is a nation of second chances,"' White House counsel Neil Eggleston wrote in a blog post. Eggleston said Obama examines each clemency application on its specific merits to identify the appropriate relief, including whether the prisoner would be helped by additional drug treatment, educational programming or counseling. He called on Congress to finally pass a criminal justice overhaul to bring about "lasting change to the federal system."   •   Concealed handgun license holders in Texas can carry their weapons into public university buildings, classrooms and dorms starting Monday, a day that also marks 50 years after the mass shooting at the University of Texas' landmark clock tower. The campus-carry law pushed by Gov. Greg Abbott and the Republican legislative majority makes Texas one of a handful of states guaranteeing the right to carry concealed handguns on campus.  Texas has allowed concealed handguns in public for 20 years. Gun rights advocates consider it an important protection, given the constitutional right to bear arms, as well as a key self-defense measure in cases of campus violence, such as the 1966 UT shootings and the 2007 shootings at Virginia Tech. Opponents of the law fear it will chill free speech on campus and lead to more campus suicide. The former dean of the University of Texas School of Architecture left for a position at the University of Pennsylvania because of his opposition to allowing guns on campus. Officials told the Austin American-Statesman it was a coincidence that the law took effect 50 years to the day after the UT shooting. Marine-trained sniper Charles Whitman climbed to the observation deck of the 27-story clock tower in the heart of UT's flagship Austin campus, armed with rifles, pistols and a sawed-off shotgun on Aug. 1, 1966, killing 13 people and wounding more than 30 others before officers gunned him down. Whitman had killed his wife and mother before he headed to the tower, investigators said. One victim died in the hospital a week later and medical examiners eventually attributed a 17th death to Whitman in 2001 -- a man who had been shot and wounded in his one functioning kidney and elected to stop dialysis treatment. Drew Peterson was found guilty in May of attempting to hire a hitman to kill Will County State’s Attoey James Glasgow. Peterson was sentenced to 38 years in prison for killing his third wife, Kathleen Savio. Prosecutors say that while serving his sentence, Peterson approached a fellow inmate about the possibility of hiring someone to kill Glasgow.  The inmate, Antonio Smith, agreed to wear a wire for investigators and recorded Peterson offering $10,000 to hire Smith's uncle to kill Glasgow.  In court Friday, Peterson claimed that he knew he was being recorded and had never meant to kill Glasgow, but was pretending to order the hit so Smith could tu him in and receive a reduced sentece. He added that at the time of the recordings, in November 2014, he was suicidal and didn't believe he would live to see the scam come to fruition. "Jim Glasgow, there was never any intent to have you killed," Peterson said. Glasgow responded outside the courtroom by calling Peterson "deluded" and "a patronizing con man." In court, Glasgow said that a lengthy sentence was necessary as a deterrent, otherwise convicts will believe they can kill a prosecutor and get the minimum sentence. "It's critical that a message be sent that this will never be (allowed) in Illinois," he said. The Chicago Tribune reported that Friday's sentence, which must be served after Peterson's sentence for killing Savio, essentially guarantees the 62-year-old Peterson will die in prison.
