  • DEFIANT BEIJING China's military flies patrol over disputed islands

  •   BEIJING –  China's air force said Saturday that it has conducted a combat air patrol over disputed areas of the South China Sea to improve its fighting ability. The announcement comes after Beijing said it wanted to tamp down tensions following its strong rejection of an inteational tribunal that ruled that its claim to virtually all of the South China Sea has no legal basis. China refused to take part in the case taken by the Philippines to the Hague-based Permanent Court of Arbitration and continues to assert that islands in the South China Sea are its territory. The air force didn't say when the exercises took place. Last month, after the July 12 ruling, the air force said that it had conducted patrols over the South China Sea and would make it "a regular practice." Air force spokesman Senior Col. Shen Jinke said in an online statement that the patrol was "to enhance combat capabilities to deal with various security threats" and to safeguard the country's sovereignty and maritime rights and interests. Shen said bomber and fighter aircraft, early waing aircraft, reconnaissance planes and planes that can refuel in flight patrolled the airspace around the Spratly Islands, Scarborough Shoal and surrounding areas. The Spratlys and Scarborough Shoal are claimed by both China and the Philippines. Brunei, Malaysia, Taiwan and Vietnam also claim the Spratlys. Last week, Chinese Foreign Minister Wang Yi said the U.S., Japan and Australia were "fanning the flames" of regional tensions after they released a joint statement urging China not to construct military outposts or reclaim land in disputed waters. The so-called "Safe Sleeping Guidelines" policy will end immediately, but several other pilot programs that also were rolled out in February in the famously liberal City of Roses will continue or even expand, the mayor said in a phone interview with The Associated Press. "The `safe sleep' policy was well intended, but it created a lot of confusion and maybe some accidental or deliberate misunderstandings," Hales said. "It was never intended to legalize (street) camping." Hales has walked a fine line in trying to address a growing problem with homelessness in the Pacific Northwest city while appeasing homeowners and businesses. His struggles mirror those in other West Coast cities, such as Seattle and San Francisco, where politicians have grappled to address a tide of homelessness. Portland's safe sleeping policy allowed homeless people to unroll a sleeping bag or unfurl a tarp between 9 p.m. and 7 a.m. on city sidewalks and allowed camping in some specific areas of the city -- but never in more than groups of six.   •   DUBAI, United Arab Emirates –  A plane has crash-landed at Dubai Inteational Airport, before bursting into flames on the runway. Emirates airline has confirmed that a jet carrying 282 passengers and 18 crew has been "involved in an accident". It said the flight involved was EK251 coming from Kerala, India. Footage from the airport posted online showed flames bursting out of the front of the Boeing 777-300. Clouds of black smoke could be seen billowing from the plane, in other pictures posted to social media.   •   ELLICOTT CITY, Md. –  Historic, low-lying Ellicott City, Maryland, was ravaged by floodwaters Saturday night, killing two people and causing devastating damage to homes and businesses, officials said. Howard County Executive Allan Kittleman told The Associated Press by phone Sunday that the body of a man had been recovered, along with a woman's body that was recovered earlier Sunday in the Patapsco River. Everyone else had been accounted for, he said. The town about 14 miles west of Baltimore received 6.5 inches of rain, according to the National Weather Service, and most of it fell Saturday evening between 7 p.m. and 9 p.m. [embedded content] Videos posted on social media showed floodwaters rushing down the town's Main Street, which slopes toward the river, and sweeping away cars. Some vehicles came to rest on top of each other. In one video posted to the Facebook page of a Main Street art gallery, several people can be seen forming a human chain to rescue a woman from a car that was being swept down the street. Kittleman said the devastation was the worst he'd seen in 50 years living in the county, including Hurricane Agnes in 1972, which caused the river to overflow its banks. Virtually every home or business along Main Street sustained at least some damage, and the cost of repairs could reach the hundreds of millions of dollars, he said. "It looks like the set of a disaster movie," said Kittleman, a Republican. "Cars everywhere, cars on top of cars, parts of the road are gone, many parts of the sidewalk are gone, storefronts are completely gone." Gov. Larry Hogan toured the damaged area Sunday along with Kittleman and Rep. Elijah Cummings, D-Md., who has an office in the town.   •   Key lawmakers are demanding an explanation for the FBI’s decision to drop Orlando nightclub shooter Omar Mateen from its terrorist watch list, despite signs the Orlando gunman had ties to radical Islam. In a Tuesday letter to the Department of Justice’s inteal watchdog, the Senate Committee on Homeland Security and Govemental Affairs asked for a thorough examination of the agency’s “decision to add—and, later, to remove” Mateen from the Terrorist Screening database. Mateen killed 49 and wounded 53 inside a gay nightclub in Florida on June 12, and pledged his allegiance to ISIS during the attack. “It is unclear how the FBI made the decision to remove Mateen from the TSDB, despite the conces that had been raised,” wrote committee chairman Sen. Ron Johnson, R-Wisc., pointing to multiple red flags linking the killer to terrorism in the years leading up to the attack. The FBI has said it initially added Mateen to the database in 2013 after he admitted he had ties to terrorist organizations, but removed him the following year - just days after a decision to close the preliminary investigation because of a failure to “substantiate” Mateen’s affiliation to terrorism. The 2014 removal allowed Mateen to legally purchase the semi-automatic firearms he used in the attack. The deadly incident has since prompted the federal govement to reexamine its agency actions, including its communication systems and law enforcement decisions. “If Mateen’s name was included at the time that he purchased the firearms, under existing authorities, the Justice Department would have been alerted to the purchases and had an opportunity to potentially stop the attack,” Johnson wrote. Johnson asked Inspector General Michael Horowitz, who serves as an objective third party to the Department of Justice, to compile an audit detailing the FBI’s investigation of Mateen, including its decision to remove him from the database.
